A Floyd County grand jury handed down 40 indictments over the past two weeks, which included charges of burglary, drug possession, escape and several indictments of flagrant non-support. Most of the indictments were filed in Floyd Circuit Court between Decmeber 19 and 22.


The grand jury passed down several indictments for theft- and/or fraud-related offenses such as burglary, and fraudulent use of a credit card. Two individuals were indicted for the fraudulent use of a state medical card. The list of those indicted for theft- and/or fraud-related charges are as follows:


• James Lee Noble, of Minnie - fraudulent use of a credit card, theft by unlawful taking


• Bronson Bishop, of Beaver - theft by unlawful taking, terroristic threatening, criminal trespassing, and fourth degree assault.


• Samuel Shepherd, of Prestonsburg - theft by failure to make required disposition.


• Linzie Joey Lowe, of Prestonsburg - receiving stolen property, obscuring identity of a machine (2 counts), persistent felony offender.


• Crystal Hite, of Pretonsburg - receiving stolen property.


• Gerde Williams, of Dorton - theft by unlawful taking.


• Shaun D. Yates, of Martin - fraudulent use of a credit card, theft by unlawful taking, persistent felony offender.


• Kimberly Nicole Akers, of Martin - fraudulent use of a credit card, theft by unlawful taking.


• Rachel Salisbury, of Prestonsburg - receiving stolen property.


• Lyda S. Tyler, of McDowell - misrepresentation to receive benefits over $100.00 (2 counts).


• Marvin J. Ousley, of Prestonsburg - theft by unlawful taking


• James Christopher Bailey, of Langley - first degree burglary


• Randall Miner, of Printer - theft by unlawful taking, first degree criminal mischief, third degree criminal trespass.


• Kayla Adkins, of Pikeville - first degree burglary, theft by unlawful taking (2 counts)


• Matthew Adkins, of Pikeville - first degree burglary, theft by unlawful taking (2 counts)


• James M. Kessler, of Prestonsburg - prohibited activities, fraudulent use of state issued medical card


• Ricky Hunter Jr., of Prestonsburg - prohibited activities, fraudulent use of state issued medical card


• Anthony A. King, of Kite - criminal attempt to commit first degree robbery, tampering with physical evidence.


All total there were 11 indictments handed down by the grand jury for charges of flagrant nonsupport including:


• Michael Elliot, of Honaker, flagrant non-support


• Anthony Napier, of Combs, flagrant non-support, persistent felony offender


• Cindy Bryant, of Dana, flagrant non-support


• Kimberly Gillespie, of Beaver, flagrant non-support


• Timothy Marsilett, of Prestonsburg, flagrant non-support


• Bobby McClurg, of Hillsboro, flagrant non-support


• Daniel MacDougal II, Weymouth, Mass., flagrant non-support


• Adam Thompson, of Bevinsville, flagrant non-support


• Travis Newman, of Grethel, flagrant non-support


• Donald Wayne Quillen, Blue River, flagrant non-support


Twelve other individuals were indicted on charges ranging from operating motor vehicles under the influence, escape, fleeing and evading police officers, and drug possession. Those identities and charges of those individuals are as follows:


• Gregory S. Arnett, of Martin - fleeing or evading police, first degree wanton endangerment, operating a motor vehicle on suspended or revoked license, reckless driving, no or expired plates, speeding (26 mph over the limit), failure to wear seat belt, persistent felony offender


• Edwin Mullins, of Ligon - operating a motor vehicle on suspended or revoked license, operating motor vehicle under the influence of drugs or alcohol.


• Julius D. Tackett, of Harold - second degree escape, endangering the welfare of a minor


• Tonya L. Gayheart, Minnie - operating a motor vehicle under the influence, no/expired plates, no/expired registration, first degree possession of a controlled substance, third degree possession of a controlled substance, controlled substance not in original container.


• Linda Little, of Dwale - attempt to obtain controlled substance by fraud/forgery


• Crystal Davis, of Prestonsburg - attempt to obtain controlled substance by fraud/forgery


• Elijah Caudill, of Lackey - failure to comply with sex offender registry


• Jim Bob Jones, of Martin - fleeing or evading police (2 counts), carrying a concealed deadly weapon, no/expired plates, no/expired registration, failure to maintain insurance, reckless driving, rear license no illuminated, failure to signal


• Darla Elliot, of Hi Hat - first degree criminal mischief


• Kenneth Hayden, of David - first degree wanton endangerment, failure to wear seat belt, no/expired registration, no/expired plates, possession of drug paraphernalia, persistent felony offender.


• Melissa Thacker, of Emma - first degree possession of a controlled substance, third degree possession of a controlled substance, controlled substance not in original container.


• Jackie Hamilton, of Galveston - operating motor vehicle under the influence of drugs or alcohol, reckless driving, no/expired registration, failure to wear seat belt, first degree possession of controlled substance, second degree possession of controlled substance, third degree possession of controlled substance, controlled substance not in original container, possession of marijuana, operating a motor vehicle on suspended or revoked license, failure to surrender revoked operators license, no proof of insurance


Indictments are not admissions of guilt. All persons indicted for crimes are considered innocent until proven guilty.
