CHAPMANVILLE — West Virginia State Police noticed a vehicle with improper registration and it led to the arrest of Glenn Edward Vincell, 30, of Chapmanville.

The vehicle was in the area of Fountain Place when the officers noticed it. A man who identified himself as Michael Farris was standing next to the vehicle and he told the officers he was with someone who was in one of the stores.

When Vincell came out, he identified himself as Glenn Vincell, but the complaint says he told the officers he was not driving the vehicle. After the officers did some additional questioning, Vincell admitted he had been driving the vehicle.

The defendant failed to produce valid insurance and the vehicle also had an improper motor vehicle inspection sticker.

Officers conducted a DMV query and discovered the defendant had one active DUI and his driver’s license was revoked. Vincell also had two previous driving revoked for DUI citations, one effective July 29, 2008, and the other Dec. 20, 2010.

Vincell was charged with driving suspended/revoked third offense, no proof of insurance, improper/expired registration and no motor vehicle inspection.

Vincell was released on a $4,000 bond.
