West Virginia State Police arrested brothers Christopher Likens, 21, of Logan, and Matthew Kennedy, 22, of Accoville, after an incident involving an infant in a stroller.


Officers saw Kennedy pushing a stroller with an infant, the victim, on Dingess Street. The officers noted Kennedy was staggering from side to side and suspected he may be under the influence of alcohol or a controlled substance.


Recognizing the situation as potentially dangerous for the infant, the officers approached Kennedy, but before they could reach him, he tipped the stroller and the victim fell head-first onto the railroad tracks.


Kennedy paused several seconds before attempting to pick the victim up and during that time, stumbled and fell onto the victim.


A breath test showed Kennedy’s blood alcohol content to be 0.176.


The criminal complaint says officers spoke with the victim’s mother, Dmekka Meade, and she told them she had been pushing the stroller when Kennedy jerked it from her hands and ran down Dingess Street with the victim. Meade told officers she yelled for him to stop and give the infant back to her, but he kept going.


Kennedy was arrested and charged with kidnapping and child neglect resulting in serious bodily injury. Logan County Magistrate Leonard Codispoti arraigned him and set bond at $10,000.


As the officers were investigating his brother’s incident, Likens, who reeked of an alcohol, stated the defendent had smoked marijuana.


The complaint says Likens repeatedly screamed and cursed at the officers and firefighters in front of the Logan Fire Department after he was given multiple warnings and asked to cease and desist.


Likens was arrested and charged with public intoxication, disorderly conduct and obstructing.


Logan County Magistrate Leonard Codispoti also arraigned Likens and set his bond at $2,500.
